Any graphics program will allow you to make labels. I use Print Artist, set it on labels and print on plain paper. I use milk as an adhesive. You could also print on paper designed for labels.
References :
I think there are a couple of templates which can be found on the beersmith web page although I never had any luck getting them to work. Things like Avery label software actually has generic beverage label templates also but you'll need their core software to download or use those.

What I've had the best luck with though is using Microsoft Word, opening a new page, and using the right side column to search for templates for labels. You can just search for "labels" or "wine labels" or whatever. You'll find all sorts of label types for all sorts of food and such for free. You can print those out on plain paper and use milk (yes milk) to adhere the labels to bottles. I've use whole milk because it's generally what I drink anyways.
